The Bucket works much like Vanilla in that it is used to pick up and move liquids. Buckets are also used to place liquid in Barrels. They contain 1000mB of liquid. In TFC, however, Buckets have restrictions:

The Wooden Bucket is crafted from 3 lumber, in the same pattern as the Vanilla Bucket. It is unable to place source blocks. Using it with Right Click on the ground places a small amount of water that dissipates almost instantly.

Metal Buckets are smithed from a single Sheet. They are able to place source blocks. However, the Red Steel Bucket is only able to pick up Water, and the Blue Steel Bucket is only able to pick up Lava.
A Vanilla Bucket (which has no restrictions) can be crafted from 5 Wrought Iron ingots and both the Red and Blue Steel Buckets.
